In the United States, we call that a "Dutch Auction," named after the Dutch tulip auctions where the bidding price starts high and gets lower. The auctions go quickly as they require only one bid, and the first person to bid wins the item. More info at: http://en.wikipedia.org/wiki/Dutch_auction
